This used and cancelled stamp has been issued since 1995 with the date in extremely tiny numbers on the bottom. It looks like this one says 1999, but you need a magnifying glass to be sure. 1999s were released on November 19, 1999.

The American kestrel is the smallest falcon in North America, living as far north as Alaska down to Central Mexico and the Caribbean. Often called sparrow hawks, they make their nests in hollowed out trees or the deserted nests of other birds.
