This is one of the old steel hoops they had in the 30's and 40's. Two steel rings with a spring for tension on the outer one. The inner one has a striip of cork arounde in a groove to better grip the fabric. My mom used some like this. The inside is perfect and dthe cork looks likde new. There is rust on the outside but not where the cloth goes. I guess this was seldon used and got the rust just laying around. You can get the rust off with sandpaper or a nail file. Or you can leave the rust if you use it for a picture frame. It gives it an antique look.
