This is an Indonesian tool for dying fabric. Hot wax is poured into the bowl of the tool and it drips out on to the fabric in your choice of design. The wax then keeps that part of the fabric from taking dye. Then the dye is melted away with an iron.

A friend took a trip to Indonesia and brought it back for me because she knew I was a "fabric" person. These are available in art supply stores.
