No, they're cosmetic grade glitter tubes. Can be mixed into anything and can be used as eyeliner as well - you just need an eyeliner base or wet an eyeliner brush and apply

Are those caps on them? Or do they need to be sharpened? Sorry I'm a dummy lol.

lol no you're not. They're not pencils at all, nothing has to be sharpened. And yes it's just caps. There's a ton here, you can even use them in crafts. There's so many uses, and the colors just pop!
