No, a scrap quilt is one where you take the fabric and cut it into all sizes of strips and sew it on a backing of muslin or paper (I use old phone books cut in 6 1/2" squares) starting in the center and working out to the corners. You kinda just grab what ever strip (some call then strings) and sew it on. Then when the block is full you turn it over and trim it to the size of the foundation piece. Keep making them until you have as many blocks as you need and sew the blocks together - remove the paper and you have a quilt top. They are fun to make.
