Can be filled with helium or air. Below is how I was able to fill with air. I’ve had a balloon now blown up for over a yr.,

I put a metal straw into opening. Once inflated I removed straw and pushed opening closed. It is sticky and holds air. There are imperfections in color, please see last picture.
