This is a type 2 blank planchet with raised rim. This is what a cent looks like before it is struck. These are not supposed to make it into circulation but once in awhile they can be found in ballistic bags of 5,000 coins from the U.S. Mint. Appears the same on both sides. Mailed correctly and shipped free.
