That may be true for some/many/most codes, but I've also seen XBL Gold codes that do have restrictions. The only region I'm certain it works in is the USA, so that's all I'm going to advertise.

The codes they sell there supposedly don't work in Asia and Australia. Though if you have a link to a Microsoft web page stating they work everywhere, I'd be more inclined to trust that.
