Brand new! This top is made by Brittany Black. The material is 95% polyester, 5% spandex--slinky material. Very stretchy. Has a dark brown insert, at the neck, giving it the layered-look. Has sequins all over to sparkle and catch the light. Has 3/4 sleeves. Has an empire waist and flares gently to the hip. Machine washable. The tag says size 5X and this top may work for a size 4X lady. Measurements are unstretched.

are the 2 long pieces of fabric in the front suppose to tie around the waist to the back or to tie in a bow & leave hang?
