The listing, RCA Component Video Switcher With Power Source has ended.

This is exactly what it says in the title. It is for use with 4 items requiring components and most older TVs have 1, some times 2. We no longer need it because we upgraded our TV today but it served us extremely well when we needed it. It was super convenient because we could have our PS3, 360, DVD player and a couple other things plugged in at all times between the switcher and TV. It is in excellent condition with the exception of a minor scratch which is unnoticeable while in use.

No, it didn't come with one. There's a button on it that switches between 4 components.
