The listing, Monster High Create-A-Monster Dragon has ended.

Has everything you need to make your monster except the torso. This was part of a Create-A-Monster Starter Pack. When they first came out the starter packs came with only One Torso. The one that came in this pack was Grey in Color that matched the Werewolf that came with it. Now they sell Starter packs with a torso to match both monsters.
