Are you sure the collar isn't stretchy for safety purposes for when the cat gets it hooked on something and can then squeeze out of the collar when they pull backwards to get away?

Are the "sequins" metal, plastic or glass? If they're metal they're studs, if they're plastic they're faux rhinestones and if they're glass they're rhinestones.
