Last I had checked a cap was worth four points, hence why it is labled as such. If Cokess system has changed, that is on them. It is still ten cap codes up for bid.

Nope. MCR has always been 3 points per cap (been doing this for over 5 years). Look here (doesn't prove my points, except what it currently is):
