Is this appropriate for a 1 year old? He loves Dory (he calls dory "p") he also puts stuff in his mouth.

The answer to that question should already be known by anyone that is a parent. But no, these would not be appropriate for a child of any age that puts stuff in their mouths.. especially a 1 year old. Recommended age is 3 years (with adult supervision) and up.

I mean you could always get them and decorate a scrap book or something for him, but for him to play with them himself, he'd most likely try and eat them.

If supervised, I don't personally see it to be inappropriate. I feel the best way for a little one to learn is by hands on teaching, including stickers usage.
