It doesn't do anything to them. You use it as a training tool. The sound of the click is a signal to them to sit or stay or whatever you have taught them. Petco and Petsmart both use them.

I think it means someone has bid over that and it will show invalid until it reaches whatever they bid. A guess, you can ask Listia.
