Hi Linda in the 3rd picture it looks like a patch of black Velcro near the side. What is supposed to attach to that? Also is this new bag and clean inside?

That's the Velcro from the pocket flap that is doubled back in the photo. the pocket flaps pulls down and attaches shut there. Its not brand new but its clean. Also has a blue metallic heart sticker on one side near the bottom
