This is a little stuffed rodent toy that my cat just never took to. She's almost 13 years old now so she doesn't chase just any old thing these days. I'm not sure exactly what kind of rodent this is supposed to be... my cat should know (she's a rodent expert) but she won't tell me. It sure is a cute little guy though... do you think that could be why she doesn't want to chase it? Nah, maybe not.

This item is about 3 1/4" long. I don't know if it has catnip inside it or not, but I kind of doubt it. However, I have in the past been able to stuff toys with catnip by just opening up a seam and shoving it in there, then closing the seam with a couple of stitches. Easy peasy.
