They don't admit it, but I think VS uses "vanity" sizing. A lot of higher end companies do. They make their clothes a bit larger than the actual size. That way, people feel thinner, and more likely to buy the clothes. I am an XL, but I fit in an L at VS. I even have 1 pair of panties in M that I can fit- they're even comfortable.
