No all T-Mobile similar cards are just blank until activated with either a contract or prepaid.

im a little slow - so if i win this i just put it in a tmobile phone- but when u buy a phone dont you already get one of these in it?

Yes you can put it in any unlocked or T-Mobile phone on the T-Mobile network. It must be activated by T-Mobile first in order to work. Some people get tthem as extras or if they need one to add a line of service. Sometimes you may even need one to troubleshoot with tech support.
