Do the lights stay on continuously or can they turn off without shutting off the whole thing?

I got one of these a while back, from this seller. The lights stay on the whole time, but you dont see them hat much because you have the laptop over it. These keep your laptop cool and add life to it, my only minor complaint is that the fans can sometime get a little bit loud. Not really loud, just not whisper quiet. And i dont think its with all of them all the time, its probably just mine cause ive used it so much.
