Do you know what this looks like? Back in the 80's the luxury cars had really nice hubcaps on their cars so they fixed it so people couldn't take/steal the hubcaps. They put locking hubcaps on the cars so nobody could get them off without the "key". I have one just exactly like that to get my hubcaps off my old school car.
