I purchased it as a piece for my Wizard of Oz collection, which I now must downside. It is a used, vintage costume, Licensed as authentic Wizard of Oz memorabilia. The headpiece would resemble Glinda's headpiece. although the wand is one that I already had, so it's not authentic.

I would say child's . It looks like it would also fit a junior. I'm guessing. I can only tell you what is on the tag. I didn't buy it new. I bought it as part of a Wizard of Oz collection, but am having to downsize it now.
