Does it need batteries or plugs into something?

No I don't see anywhere where it needs batteries and you don't plug it in anywhere.. It's something they can twist and wrap into whatever shape they want and it says it has unique sound effects , it's three feet long..it also says built in speaker so there is noise coming from it somehow. I'm not an expert on the toy , that is just what it says on the package.
