This stamp is being issued to cover the new second ounce rate. The stamp features a black-and-white photograph close-up view of the statue of Lincoln by sculptor Daniel Chester French. The statue of Lincoln as he looked during the Civil War is housed inside the Lincoln Memorial in Washington, D.C.
