This cable has 2 uses:

1) If your TV or Monitor is capable of receiving an HDMI signal through a VGA connector, this cable can help you.

2) If you have VGA cabling set up in your walls that allows a computer (or other VGA source) to feed a VGA signal to a VGA TV, monitor or projector in another room, but you've upgraded both source and destination devices to HDMI, two of these cables can allow you to use the existing VGA cabling, without the need to tear it all out of the wall, and / or cabling rats nest!

3) I highly doubt that this cable can allow you to run a VGA signal through HDMI cabling, since VGA uses 15 conductors, and HDMI uses less.
