Why are there little volume icons on the palette (in a few pics on the outside and one on the inside) I've never seen that before..?!

I purchase a lot of my cosmetics at Marshalls, and I noticed lately that they stick those on their items to keep them closed and to secure them. Many a time people steal items out of packages or use the item, so they have got smarter and made it more difficult for people to open the stuff.
