Yes it is. I used the wi-fi only, all the time. As far as I know, wi-fi is the only way tablets can connect to the internet because they don't have modems or an Ethernet port like full size computers do.

Some tablets can have service separately from wifi, but they are made that way from the start. Built in sim card slot(for gsm) or additional hardware for CDMA.

this tablet does not have the option for any cell service. It is not able to make or receive calls. :-)
