If the intent of listing the item is for a collectors purpose, then it's allowed. However, if someone where to list a circulated $5 bill for example, it has no collectors appeal and would be considered "paying" the winner (even if the seller mentions otherwise).
In this case, even if it's circulated, the seller has stated it's in excellent condition, and would hold some appeal to a collectors audience. It's a fine line, but in this case I have no reason to believe the seller has posted this item to "pay" the winner :)
