i have an 1817 quarter it has been circulated and has a small chip also a 1939and 1944 wheat penny.

I found some around that age. Called BUST Quarters. Made from 1796-1838.

Wait, I was wrong... Sorry. nhjack3 is right. Quote from a US quarter Timeline...

"1815
Quarter production resumes. Quarters show a new picture of Lady Liberty, facing left and wearing a liberty cap. The eagle is in a more natural pose, still with a shield in front and holding arrows and olive branches but slanted forward slightly like a real eagle.
1816-1817
Quarter production briefly pauses. Quarter production resumes in 1818, with the design first used in 1815 being used again."

So its either not from 1817, or it is a fake.

From the little bit of the outline i can see, it looks like its the style from 1818, that is the same as the 1815 design.
