The design of this stamp commemorated the 100th anniversary of the International Telecommunication Union (ITU), an international government organization that is a specialized agency of the United Nations. Created in 1865 for the purpose of developing electronic communication among nations, the ITU now is concerned with the possibilities of communication in outer space.
