A $100 billion program for the economic and social develop of Latin America in the 1960s, the Alliance for Progress was first proposed by President John F. Kennedy. It formally was inaugurated August 17, 1961, at Punta del Este, Uruguay, by a treaty between the United States and 19 Latin American countries, excluding Cuba. Although the original 10-year treaty was extended indefinitely in 1965, operations ceased in 1974 when financial support was discontinued. Some accomplishments were achieved in the areas of health, education, housing, and economic growth. Overall, the program did not meet expectations.
