This is a 1987 Topps card for Oakland A's slugger MARK McGWIRE.
This is his rookie year card. While he did have a prior issue in 1985 (Olympic Team card), 1987 is generally regarded as McGwire's rookie year.

The 1987 AL Rookie of the Year with the Oakland A's, McGwire spent almost a decade with the Athletics before being traded to the St. Louis Cardinals. He rewarded the Cardinals by setting a major league record with 70 home runs in 1998. He blasted over 500 home runs in his career.
