Is shipping free in U.S only?

I have tried shipping to Canada and beyond, and the cost is far too much, since even staying inside the U.S. makes it hard to stay worthwhile. I can send outside with the exact cost paid, but then again, I only try to use free shipping for items that I bid on so having an amount on Paypal usually does not help me, and it causes me to have to visit the post office an extra time to get the cost and return.
Long story short, I prefer not to.
