That is a LISTIA Rule. Its there guidelines that I am following *=)

If you auction of an item and the winner doesn't send you there address in a reasonable amount of time (honestly 10 days is WAY over reasonable) you as a seller are not obligated to keep the item forever waiting for there information. Listia has determined 10 days is a fair amount of time to wait in case the buyer has something unforeseen come up like power outages, internet failure or an emergency.
After the 10 days the seller may relist the item for someone who is actually interested in the item and wants it.
BUT for the first winner taking up your time making you store an item you wanted to get rid of for nearly 2 weeks and keeping other serious bidders from getting to win the item the seller gets to keep the credits.

If you actually want something you win, you have to send your address to get it.
The quicker you send your information the quicker you will receive your item. *=)
