I have for certain people on regular silver certificates but i haven't on any star notes or graded two dollar red seals.

You can pay to have them graded but it's almost always cheaper to buy them that way.There are exceptions if it's in really pristine shape or a very rare bill it might be worth paying 5-10$ for a official grade.
