This is a great little dress. Bought from Dress Barn, size 4, gathered waist. Measures 39" from shoulder to hem.

does this need a cami of some sort, or do you think it would be possible to hand stitch a tiny bit of the neckline together and have it be high enough?

The neckline does not fall that far down, but yes, you could easily add a stitch to the neckline. I never had a problem while wearing this dress, never wore a cami underneath.
