Absolutely...back waist is 13 1/2"

I have never owned or even tried on a pair of jeggings but love straight legged jeans and leggings. I wear a size 0-5 depending on the jean and where the "waist" hits, low rise, mid rise, etc. Where does the "waist" hit on these? Is there any stretch to them? Sorry to keep asking all of these questions but there is nothing worse than waiting with excited anticipation for the mail to come only to bring you something that doesnt fit! :( Thank you for your time, Your a real doll!!
