Supports IDE floppy and CD/DVD Drives only. Can be used With A IDE Hard drive only. Not SATA capable. Built in PCI slots for dial up modems and other cards

I can't lower shipping price due to the size of the box it is packaged in and because it's being sent thru priority mail so you don't have to wait long. Also PayPal takes some of the money for seller fees
