The value of this note is up to you since listing it have had plenty of emails from dealers and collectors the lowest amount i was told was $25 and the highes was $65 i just dont know so i will start it at face value plus my shipping cost and we will see were it goes here you have a $1 2009 rare rotating plate and over inking of a digit "3" in the lower serial number i have put close up pictures of this note and digit also on all the digits you can see a darker green or black outline which is from the pressure of the plate and this forms an over inking the "5" in the lower serial number also has extra ink at the end of the tip please see photos for conditioning ask any questions ...10 day auction only... here is some information a fellow listian with knowledge has sent to me this explaining a rotating plate this is from crockett50hwy
modern day plates are porous so the ink is applied directly through the plate. the size of the pour varies so ink is distributed more in some places than others creating a light/dark effect thus making an image of the finest quality.
that has little to do with the 3rd print but the ink is applied the same way. over time the plate wears out and the pours get bigger. they compensate by reducing the pressure of the ink delivery. it gets to the point that that is not effective and the plate is replaced. that plate will be fixed by forcing a resin through the pours which builds them up thus restricting the flow of ink back to normal.
this next part is just a guess.
1. the pours wore out
2. they had excessive ink delivery pressure.
3. a little of both.

the black outline is a heavy concentration of green ink.
the plates can't double strike. the serial numbers rotate with every impression.10 day auction only
