the disc wont fit in a small letter size envelope. i tried.

Get a pack of padded envelopes at Dollar General for a $1. It'll actually be cheaper then what I quoted cause I have a ps2 game w/o book, I just weighed on usps scales and the weight is on 2.3 oz, which should be no more 1.73 plus .50 for envelope, would be $2.33 for first class.

Never heard of dollar general but i know of family dollar. i'll check if they have them. The other dollar store here only had letter sized envelopes which are to small to fit a disc in.

I am willing to negotiate on shipping if a cheaper way to ship is available. The cheapest way i know of to ship "large" items (that don't fit in a regular envelope) is in a Flat Rate Envelope.
