yes, its a bracelet, a huge bracelet that goes over your wrist like the cuffs of a dress shirt.

Did you ever hear about the big terrorist scare in Boston? it was like 2-3 years ago someone hung up signs that had a thing on it like that. they were all illuminated or glow in the dark something lol This so reminded me of that!!
