I've never seen a kit like this in person, are the small silver pieces toppers so they can be a charm for a necklace/bracelet?

yes they are and they have a 2ml hole as a bale for easy stringing, the tops get glued on with a 2 part epoxy or a bead glue

Robbrien - I use glass baby food jars to store small beads / pieces in, you can normally get them for free if you have a freecycle or craigslist type site (or know anyone with a baby!) LOVE having them!! they also have plastic baby food containers but the lid doesn't seal as nicely. Anyway - just a thought! :)
