italiansmiley, have you heard of Solavei Mobile? They work off T-Mobile Towers. The also gave great plans:
$29/Unlimited Talk and text, no data

how do you know if your phone is unlocked?

if you have a T-Mobile phone all you need to do is place a non T-Mobile sim card to test out the phone. It it showed a T-Mobile logo on the top of the phone then it is unlocked...,If not it will so no service or something like that.....
