I don't think it's gold plated, though it kind of looks it. Might be from exposure to certain chemicals.
People only gold plated the coin during it's first year of production in 1883 because it didn't have the word "cents" on the tails side. They could pass it off as a $5 piece by doing so. The government then put "cents" on the tails side later that year.

It's also possible that con artists were still trying to pass these off as $5 coins even after the "cents" was added.
