It means winner/buyer is to pay for the [exact] cost to ship the item from wherever seller is, to wherever buyer is. Postage varies depending on the distance, but sometimes it is cheaper to send this way, based on weight/distance, instead of using flat rate postage. Hope that helps you! :)
