It kind of does however its not charcoal, You set it in a box or an enclosed space like a tool box or tackle box and leave it in there.

Hello there, well I'm not sure if it's like charcoal or not but reading the package you basically put one unit in two cubic feet of space and don't use in an open space. You can go to 3inone.com for any additional uses and product info. I hope this helps a little.
