Yes...it does come with the Brush. I am not sure if the Eye Liner is Waterproof or not. I will try to find out for you...so keep an eye out for me to get back with you :<)

All that I can find out is that this is the darkest,richest and most intense eye liner. I have went through the reviews all the women say it stays on all day and long wearing.Hope this helps!
