it does not have a size tag. I could measure the waist at it's smallest but it is quite strechy

30 inches around when unstretched. 46 when streched all the way

where does the bottom of the skirt stop? knees? thighs? or ankle?

about the knees, but it depends on where you like to wear the waist.

30 inches all thw way around or just on side so half of the 30 is one side which would be 15".....does that sound right ....so naturally hanging is 30"

if it is laid flat and measured folded. it is 15. double that for 30 inch waistline
