The zigzag is roulette perforation. The Germans made extensive use of it during the inflation period. On this particular issue, both types of perforations are common mint, but the rouletted is rarer used.
Rouletting uses small cuts in the paper instead of holes. It was used by a number of countries, but is rarely if ever seen on modern stamps.
The hyperinflation in the Weimar Republic was a three-year period of hyperinflation in Germany between June 1921 and January 1924.
