This slowing down period, called the Pre-retrograde, is generally the two weeks prior to the actual date of the retrograde. Mercury starts losing its power, and new ventures do not do well during that period. The two weeks after the Retrograde (the Post Retrograde period) has the same effect - new projects move slowly, and are fraught with difficulty. This retrograde begins on June 26, and ends on July 20 when Mercury again goes direct.
